Abstract:The standard is interpreted from the following aspects: the revised items of the main technology and its reasons, revision principles and basis of the indexes value, and the key contents of the standard is detailed interpreted based on the date published by CISA in 2011 in order to promote the implementation of the standard, the revision princples of conversion coefficient of energy is detailed interpreted, too. At the same time, the suggestions has been put forward for the questions to be encountered during implementation of the standard.
